Abstract: The study aims to apply the foundations of governance in reducing the problems of the general budget in government units from a study sample in the city of Nasiriyah. The opportunity of application was assessed by using a questionnaire distributed to a sample of government units for 2018. To achieve the research objectives, the research was divided into three sections - the first section includes the framework of the research methodology, the second section covers the theoretical background on the general budget and governance and the third section includes the practical aspect of the research and analysis of the sample responses to the questionnaire.
