Dilemmas of Headmasters and Parents

Abstract:
The first part of this paper discusses pedagogical and managerial tasks of headmasters. Critical reading of the Organization and financing of education act and the results of the questionnaire showed that there are too many managerial tasks in article 49, which are often unclearly expressed and that the text lacks important educational obligations of headmasters. In addition, the paper gives some suggestions for the improvement of article 49. The second part of the paper deals with the Music Schools Act. Close reading of this act reveals that the second and twentyfirst article desperately need some rethinking, because both articles stress the importance of talent as the main factor for the establishment of music schools. In order to make music education popular and to increase the awareness of music education the term talent is more of a hindrance than help. On the other hand, parents rarely enroll their children in music schools in order to start their children’s professional music career, but see it as a sound extra-curricular activity for their child.
