Abstract:
Abstract Social protection systems in Latin America developed in a fragmented manner, offering varying access to benefits and benefit levels to population groups. In the context of widespread informal and precarious work, social insurance institutions could only provide limited coverage. As a result, there exists a striking tension between universalistic discourse acknowledging “equal social rights” on the one hand, and particularistic practice, which segments the population into unequally treated social groups on the other.
