Abstract: Abstract Many in the developing world have interpreted the global financial crisis as the death knell for the Washington Consensus, and are taking a close look at more proactive policy alternatives that depart from the standard package of liberalization, privatization, and stabilization and focus on developing local capabilities to add value and manage risks (Winters et al., 2010). Industrial policy, in particular, has once again become a hot topic (Cimoli, Dosi, and Stiglitz, 2009; Ohno, 2009).
