Chapter 13 in Economic Development in South Asia, 1970, pp 225-244 from Palgrave Macmillan

Abstract: Abstract The subject of human resources development is a wide one encompassing health, education, in-service training and cultural and social development. In a long-term plan of development attempts would be made to foster all these facets together. However, until some of the aspects are capable of exact quantification we have to fall back on the device of talking about only those aspects which can be subjected to analysis, however inadequate and partial a picture this may give. It may be observed that except for the fields of economics of education and economics of nutrition, no others have reached the threshold of the capacity of a reasonable degree of scientific accuracy in quantitative measurement. Consequently only in these fields can one use the concepts of growth economics as evolved recently, to give some broad indication as to the direction in which certain parameters should be made to move in the process of planned development.
