Abstract:
Abstract The original programme of this conference provided for papers on policy issues in small developed countries and in Western Europe. However, for many purposes this is not a very useful distinction. Developed countries with less than 15 million people are small relative to Britain, France and Germany, but they in turn are small relative to the United States. A special problem in Western Europe is whether economic union will make it possible to bridge the gap between the scale of their research and development expenditure, and that of the United States, and if so whether this would bridge the technology gap.
