Chapter 12 in Employment Policy in a Developing Country A Case-study of India Volume 1, 1983, pp 276-285 from Palgrave Macmillan

Abstract: Abstract A pronounced emphasis on rural development and, within that, on creation of income and employment for the rural poor, promises to be the chief distinguishing feature of India’s Sixth Five-Year Plan. The trends in Indian planning over the last decade or so offer a fair measure of hope of this emphasis being translated into action. First, beginning in the late 1960s, the building up of special agencies and institutional frameworks for the target-groups among the rural poor and for the problem areas has now attained a coverage and momentum which must work to help it spread further. Second, the area approach to rural development, involving explicit integration of spatial, sectoral and minimum needs dimensions, is about to move beyond the pilot stage to become operative in the form of block level planning. Third, schemes like employment affirmation and food-for-work are indicative of the accumulating pressures on the policy-maker to take measures even on an ad hoc and ‘here-and-now’ basis rather than as a part of a viable longterm design for development.
