Chapter Chapter 23 in The Economics of Education, 1966, pp 567-590 from Palgrave Macmillan

Abstract: Abstract International financial aid for education is the subject of a separate paper by Mr. Ripman, and the assignment in the present paper is to deal with international aid in the form of technical assistance and real resources. This distinction is not at all easy to make in practice. Technical assistance contributions are made both indirectly in the form of money contributed for the purpose of recruiting experts and directly in the form of the provision of experts. Similarly, the international financing of education may or may not lead to the moving of real resources of education between countries according to the particular case. Further, the resources which move as a result of particular transactions cannot usually be identified except in the case of tied loans or specific gifts. Even the distinction between technical assistance and real resources is hard to maintain since the physical movement of experts between countries is a form of migration, i.e. a movement of human real resources. In addition, statistics are difficult to obtain to show these distinctions.
