Abstract: Abstract In recent years it has become increasingly recognized that developments in technology, in economic performance and in general welfare of a society are to a great extent dependent on the supply of highly qualified manpower. As a consequence, the question of adequate allocation of resources to the production of such manpower and its proper utilization within the economy has become essential to policy-makers in general, and to economic and educational planners in particular.
