Abstract:
Abstract This summer, quite unexpectedly, I received a request from Professor Kenneth Arrow, President of the International Economic Association and Professor Sukhamoy Chakravarty, President of the Indian Economic Association to make a Plenary Session address at the 8th World Congress of IEA in New Delhi. After much hesitation, I finally accepted the invitation with a sense of great honour and sincere thanks. With regard to the topic, after some thought I have chosen the one in my title. This is a topic about which I have been recently very much concerned, and it also relates closely to the common theme of this Congress.
