Abstract:
Abstract Two interrelated issues have attracted much attention from policy-makers and economists in recent years: (i) Is there intra-regional bias in trade flows of countries in Europe, North America and East Asia? and (ii) Are markets in East Asia and or the European Union (EU) relatively closed to outsiders? Within the USA there is widespread belief that, despite low formal trade barriers, both EU and East Asian markets are less open to outsiders than are markets in North America.2
