Abstract: Abstract During the past few months ‘income policy’ has emerged from the stage of expert discussion to make its appearance on the political scene. Indeed it is now among the topics dwelt on by the Head of the State in his public addresses in which he has come to allude not only to a ‘fair sharing out of the national income’, a figure of speech time-honoured and limited in scope, but also to an ‘income policy comprising a set of coherent measures embodied in our national plan’.1
