Chapter Chapter 7 in The Distribution of National Income, 1968, pp 199-221 from Palgrave Macmillan

Abstract: Abstract A planned socialist economy is characterized by its own prin-ciples of distribution. These principles are radically different from the principles of distribution under capitalism, with its uncontrolled economic development, continuous aggravation of class inequality and antagonistic contradictions which organically restrict the potentialities of the capitalist economic system for expansion. The Soviet economy is based on public ownership of the means and instruments of production and the national income is the collective property of the workers to be used for the progress of society as a whole. The purpose of planning the production and distribution of the national income is to speed up economic development and to secure the uninterrupted improvement of the material and cultural welfare of the nation.
