Abstract: Abstract Professor Domar ’s and Mr Siegel ’s decision to confine their paper to the United States economy makes my choice of concentrating on the socialist and particularly Yugoslav experience quite natural. In addition to their reasons, I have a very powerful one: I could not start writing my comments until two weeks before the Conference. According to Marshall, only selling from existing stocks is possible in very short periods.
