Abstract This year is a triple anniversary. With great fanfare the United States is celebrating the 200th anniversary of its Declaration of Independence. With considerable solemnity but less fanfare economists all over the world are celebratinglhe 200th anniversary of The Wealth of Nations. And with almost no fanfare whatsoever benefit-cost analysts are celebrating the 40th anniversary of their craft, which had its official inception in the Flood Control Act of 1936.1
