Abstract: Abstract Government expenditures in the United States have grown from 27 per cent of GNP in 1954 to 33 per cent in 1974, while the number of government employees grew during the period from 14 to 18 per cent of total non-agricultural employment. This growth has been accompanied by increasing concern about efficiency in government, and the drawing of invidious comparisons between the public and private sectors with respect to efficiency.
