Abstract:
Abstract The principle of meeting the requirements of a socialist society in an optimal and effective way applies to the fulfilment of all social needs, including specific transport needs. The major strategy of socialist transport policy is the optimum distribution of functions between different sectors of transport and between public and private transport (Arndt, 1975). For example, since 1963 about 2000 km of secondary railway lines carrying light traffic have been closed because of their inefficient performance from the point of view of the national economy and the public transport service for these sections has been transferred to nationalised road transport.
