Abstract:
Abstract There is an evident incompatibility between the necessity to open small centrally planned economies to trade and the rigidity of their structure of production and exports. In order to eliminate this rigidity and facilitate the processes of structural adjustment to the changing external conditions, small centrally planned economies must reform their system of planning and management. The paper deals with the question how to change this system and what are the problems encountered.
