Abstract: Abstract The framework of the international debt problem is very well known to the international scientific and business communities. Debt service has become so burdensome that it threatens the very stability of the international monetary system, the survival of democratic processes in various countries and, in the global context, the peaceful coexistence between East and West, North and South.
