Abstract: Abstract National energy policies for the 1980s involve two major options: the first of these concerns the degree to which the manufacturing and service sectors can employ processes and systems that are energy intensive, whereas the other consists in determining the optimum distribution of energy supply between the available sources, both domestic and imported. To the extent that ‘energy-saving measures’ can be likened to an actual source of energy, the choice between processes according to energy intensiveness is similarly an instrument of energy procurement and, from the methodological standpoint, the evolving of an energy policy consists in comparing alternative sources of energy by reference to the basic criteria adopted (cost, employment incidence, national independence, or whatever) and choosing the instruments for reaching the optimal mix of energy sources.
