Abstract: Abstract A retrospective look at the ways in which economic policy in Brazil has been tackling the mounting foreign sector difficulties. in the country over the last few years would hardly allow any clear-cut identification of the strategy which has been followed, particularly as far as short- and medium-run policies are concerned. What has been observed is a succession of experiments which is far from a plan of action. However, there is a clearer thread to detect in long-run policy — notwithstanding occasional contradictions. The essence of the policy designed to overcome the external disequilibrium in the long run seems to be a deep change in the sectoral growth pattern of the economy to generate the structural adjustment consistent with the adoption of bold programmes of import substitution and export expansion, which will eventually give rise to substantial improvements in the trade balance.
