The Role of Community Norms and Government in East Asian Rural-Inclusive Development and Institutional Building

Masahiko Aoki

Chapter 16 in The Institutional Foundations of East Asian Economic Development, 1998, pp 529-551 from Palgrave Macmillan

Abstract: Abstract The purpose of the conference of which this volume is the record was to examine the ‘Institutional Foundation of East Asian Economic Development’. On this broad subject, many different issues were discussed from various perspectives. Since institution-related issues have started to attract the earnest attention of economists only recently, it is no wonder that we did not reach consensus conclusions at the conference and that many important research questions and puzzles remained unanswered. In this concluding General Comments I discuss and comment on a very limited number of issues from my own (possibly biased) perspective rather than try to be comprehensive, synthetic and neutral. The topics that I choose are the following three: (1) rural-inclusive development; (2) the rural-originated community norms; and (3) the role of government in economic development and institutional building.
