Abstract:
Abstract Attracting foreign direct investment (FDI) has become an indispensable economic development tool for countries, regions, and cities. Worldwide, there are estimated to be over 10,000 government agencies at the national and subnational levels with a remit for attracting inward investment. Many of these agencies are large, well funded, and professionally staffed organizations with overseas office networks and significant influence over policy making.
