Abstract:
Abstract I have reached the point where I am going to try to suggest some solutions to the problems outlined above. As I warned at the start, none of these are complete or enormously compelling. Complex problems rarely have simple, dramatic solutions: they yield to incremental improvement on a number of fronts. This is the approach I advocate.
