Abstract:
Abstract Politicians and scholars dealing with Central and Eastern Europe (CEE) apply mainly one of two perspectives: A first group stresses the ongoing convergence within the EU and presupposes that sooner or later economic efficiency and welfare in CEE countries will reach the level of the established market economies in Western and Northern Europe. This approach not only corresponds to the official view of the European Commission, but also to the hopes of the people of CEE for what was once labelled their ‘return to Europe’. With respect to social policy, it includes the concept of a ‘European Social Model’ (Witte 2004) combining decent working conditions with social dialogue based on legally granted workers’ rights.
