Abstract:
Abstract About 30 per cent of World Bank lending is provided to support policy reforms. The utility of this form of lending has been much contested. Econometric analysis (such as Dollar and Svensson, 2000) has cast serious doubt on the capacity of Bank loans to influence policy outcomes. To gain a more nuanced understanding of policy-based lending, the literature has turned to case-studies, such as the series of African cases (Devarajan et al., 2001).
