Abstract: Abstract The idea of electronically tagging criminals is not new. The technology has moved on. And the idea has become increasingly popular with politicians — if not the public — who see prison overcrowding and mounting social costs. Even open prisons for nice middle-class perjurers, inside dealers, and tax dodgers cost money.
