Abstract: Abstract Some people believe that the way to ensure motivation and productivity is to set targets. So we have a whole array of government figures: 80 per cent of schools leavers should go to university; all patients admitted to hospital should be in a bed within three hours; buses should be no more than three minutes off their timetable.
