Abstract: Abstract Over the last decades, Chile has introduced major structural changes in infrastructure and human capital accumulation that have given the private sector priority in goods and services provision. Partly motivated by the severe crisis of the early 1980s and partly by the phenomenal success of the economies of the South East of Asia, Chile is in the path, albeit hesitantly, towards the development of a market economy.
