Abstract: Abstract Last year’s Humanitarian Response Index (HRI) mission to the Democratic Republic of the Congo (DRC) cautiously indicated progress towards peace and stability in the country – a positive sign for a country wracked by years of conflict and instability. In January 2008, 40 groups signed an agreement in Goma calling for a ceasefire and disarmament. During the first part of 2008, many internally displaced persons (IDPs) returned to Katanga. The economy seemed to be picking up and donor attention to the DRC remained relatively high.
