Abstract:
Abstract In economic policy, as in science, there are periods of change in paradigm, and other periods in which normal science develops, with gradual changes within the new paradigm (Kuhn, 1962). In 1994, the World Bank published its famous report ‘Averting the old age crisis’ about its view of the problems of public pensions, that led to a period of strong ‘paradigm’ change about policy related to public pensions in the whole world.
