Abstract: Abstract The political economy model put forward by the proponents of privatisation considers the rent-seeking vested interests, that is, the incumbents, as the main opponents to privatisation. In practice, resistance to privatisation has been much more broad based, including a range of social actors: trade unions, social movements, political groupings, community organisations, consumers, professionals, environmentalists (especially in the case of energy), and so on.
