Abstract: Abstract The financing and provision of health care in Europe has always involved a variety of institutions and actors, some of whom were public and others were private. The situation is all the more complex as private health services can either be provided for-profit or not-for-profit. However, what makes health care a traditional public service and what distinguishes Western Europe from the United States are the wide compulsory coverage by health systems, the crucial role of the state in planning and overseeing the system and the subordinated role of private for-profit insurers and health care suppliers. After having examined the main characteristics of the evolution of health care systems in Europe, we will look at the different ways privatisation and marketisation are implemented and at the role of the European Union.
