Abstract: Abstract The rapid evolution of the European Union’s economic relationship with China has taken many European governments by surprise. The EU has struggled to develop a coherent policy in the face of the challenges posed by the integration of a China that emerged from virtually nowhere in the early 1990s to become the EU’s largest trading partner. At the same time, China’s increasing willingness to use its economic weight to political ends challenges the EU’s established interests and poses questions about the future global balance of power. As is often the case, EU diplomacy has lagged behind business in developing a response to this emerging reality.
