Abstract David Laidler’s name is not typically connected to the public finance literature. Yet the published version of David’s dissertation, which appeared in the 1969 Brookings Institution volume, The Taxation of Income from Capital edited by Arnold Harberger and Martin Bailey, bore the title ‘Income Tax Incentives for Owner-Occupied Housing’ (Laidler 1969).
