Abstract: Abstract The impact of a policy is determined by comparing its costs and benefits such that when the benefits outweighs the cost the policy is said to be having a positive economic impact; otherwise it will be having, at best, zero or, at worst, a negative impact. To determine the impacts of policies, knowledge of both its associated cost and benefits is required. The discussions in Chapter 8 have offered insights into the order of the magnitude of benefits derivable from extant sub-Saharan Africa real estate policies. With this knowledge we now need to examine the magnitude of the cost associated with these policies. We must first understand what cost means.
