Abstract:
Abstract The above representative quotation (Chapman), from a senior British civil servant, shows that until quite recently the dominant view amongst this group was ‘we don’t do leadership’. Indeed, as the now famous ‘Next Steps’ review was to reveal only four years later, most senior civil servants didn’t even ‘do’ management, let alone leadership (Jenkins, Caines and Jackson 1988) — a problem that had been identified as early as the Fulton Review of 1968 (Fulton Committee 1968).
