What Do We Expect of Public Leaders?

Lord Turnbull

Chapter 8 in The New Public Leadership Challenge, 2010, pp 121-132 from Palgrave Macmillan

Abstract: Abstract In this chapter I raise three challenges for public leadership. The first, concerns the identity of the kind of leaders public institutions need; the second, how to develop those leaders and the third, asks what do public institutions need to do to raise the game of public leadership in a complex world. In addressing these challenges I provide my own reflections on leadership style and characteristics based on my long experience of both working within and, more latterly leading, the ‘hub of government’ — the civil service.
