Abstract A paradox exists at the heart of the democratic system: how to ensure that the democratic process expresses the general interests of society as a whole, rather than just the particular interests of an ad hoc (or even long-term) coalition of particular interests, who agree a policy programme on the basis of ‘horse trading’ at the expense of the rest of society?
