Abstract:
Abstract In the front phase, the need for information is most urgent and the uncertainty greatest. At the same time, the possibilities for improvements through acquiring better information are greatest, as discussed in Chapter 5. But one also faces the fundamental problem that the basic data are inadequate and uncertain, with large margins and deviations and is supplemented with judgemental data. Hence, precision instruments are little suited to analyzing data. This is why the choice of methods available for use in the initial concept appraisal is more restricted than in the planning and management phases.
