Abstract: Abstract Werner Baer’s work has been concerned with real, practical problems, mainly in Latin America. He has made great contributions to their solu-tions. He has, on the whole, avoided the more speculative reaches of our subject. Yet, I think, or at least hope, that the following more philosophical than economic reflections will meet with his approval.
