Abstract:
Abstract There will be no American invasion of Haiti. The mediation of ex-president Jimmy Carter has succeeded in the sense that the three leading Haitian militaries, the commander-in-chief, Raoul Cédras, the chief of staff, Philippe Biamby, and the chief of police Michel François, have agreed to resign from their posts. When the Americans disembark, it will not be as an invasion force but as a guardian of public order. The only question is whether this will contribute to the solution of Haiti’s problems.
