Abstract:
Abstract From the start of the inquiry the brewers were convinced that they had a strong case. The industry then comprised six national brewers, two major specialist companies without a tied estate (Guinness and Carlsberg), 11 regional brewers and dozens of local brewers. And by contrast with the situation in several leading beer-producing countries, there was no question of a brewer having a scale monopoly, that is, a market share of 25 per cent or more. But nor did the brewers accept that a complex monopoly existed.1
