Abstract:
Abstract One of the specific features of transitional periods in many countries is the desire to grow ‘at any cost’. Transitional countries, particularly those rich in natural resources, often choose the ‘easiest’ path to economic growth — that is, by extending the extraction and exportation of their raw material assets. In Russia, for example, national and local governments promote this development pattern largely because it provides them with more or less stable financial flows to boost their budgets without substantial efforts.
