Abstract: Abstract In the years between 1997 and 1999 the government was increasingly preoccupied with its role in shaping the research environment, and to this end the Dearing Report (1997) and the Modernising Government White Paper (1999) were published in fairly swift succession. The key outcome from these papers was the request for a joint study to be undertaken to examine the implications of devolution on the arts, humanities and social sciences in particular, if Council status was to be achieved by the AHRB. The next six years signalled the start of a rise in government expenditure for research generally, and a point at which the arts and humanities in particular were looking to become recognized alongside other discipline specific Research Councils.
