Chapter 3 in The Illusion of Management Control, 2012, pp 87-107 from Palgrave Macmillan

Abstract: Abstract Following a seemingly global trend, the Danish welfare system has changed fundamentally in recent years. As in the other Scandinavian welfare societies, organizational structures have been pluralized as both private enterprises and organizations from the non-profit sector have been invited to participate in the delivery of services. There has been a proliferation and expansion of steering technologies, which has transformed the organization of welfare services. Traditional means of government, such as hierarchy, financial budgeting and formal contracting, have been combined with new governance arrangements, such as partnering and network organization (Ahonen, Hyyryläinen and Salminen 2006.in addition, user-oriented consumerism has been introduced and there has been a pluralization of the ways in which citizens are approached (; TemaNord 2006; ). Following this pluralization has been the introduction of new technologies of decision making.
