Abstract: Abstract Tom was a consultant who worked with an ad hoc team of independent consultants who were called on in whole or in part for work that required the skill set of those invited to join. The agency who called these consultants would negotiate various day rates of pay with each consultant. As it turns out there was a wide range of incomes being earned by people who were doing essentially the same work.
