Abstract:
Abstract In 1905 the Austrian academic economist, Richard Schiiller, published an argument for protection based on the normal existence of idle natural resources in all countries.1 Years later, Haberler provided a trenchant refutation of it, but commented that Schiiller’s argument ‘ranks with justice as one of the most profound arguments for tariffs’.2
