Abstract: Abstract As noted above, the private sector is expected to provide most of the finance for investment. However, according to the Commission (CEC, 1994e, p. 6) ‘this investment will not be forthcoming unless a clear and stable regulatory framework is promptly established, identifying the general principles and giving a clear timetable’. The Commission would have preferred to let the free market resolve matters of competition, but could not wait.
