Abstract: Abstract According to Hegelian Marxism, ideology is one (if not the only) way to consolidate the legitimacy of the state. State rule does not only depend on social policies to serve economic interests or on repressive apparatuses such as the police but also on the value given to this rule, especially through education and the mass media. Great thinkers such as Marx, Engels, and Gramsci have contributed to the question: how is ideology to be used as a weapon to tame the subordinate class? Also, many welfare scholars have focused on welfare ideology in capitalist societies, such as George, Wilding and Taylor-Gooby. Here the Marxist approach is still our basic tune, to see how state legitimacy is further achieved by ideological dominance and how Taiwanese welfare attitudes are shaped by the ideological state apparatus.
